This is my "Making Eyes from a Source Image" tutorial.
It's kinda long, but it has many, many pretty pictures.
D: Seriously, I spent for fricken' ever laying out the images for this thing.
Don't you see how nicely designed they are?
Eye making is fairly easy, but, there's a fair number of steps.
Basic knowledge of your graphics/image editting program is a very good thing.
:3 This is how I do my photoskinned eyes, with VERY LITTLE hand painting.
It's more like hand-shading.
Most of my eyes have a fair bit of hand-painting over the photoskinned part.
Or, they are completely hand-painted.
Others have different methods, this is just mine.
I suggest putting on some good tunes, firing up Photoshop and Bodyshop, and getting a beverage.
This, hopefully, won't take you as long as it took me to make the damn thing (I clocked at least twelve hours).
Plan an hour or two to create the eyes, and maybe a few recolors.
I usually spend four or five on a whole set, assuming it all goes perfectly the first time.
XD; And my hand-painted eyes I /never/ do in one sitting.
